I think we need to update this section for clarity. If a rider begins by idling can they switch to twisting and vice versa (if so does twisting establish a pivot foot)?

I think I consider twisting the same way as stand still. Then, it would make sense to allow a single idling period, possibly preceded and/or followed by stand still and/or twisting.
Indeed, this section needs to be discussed and enhanced.

Twisting is defined in the same section (15B.5.6):
Twisting, where the pedals stay at the same height, the tire stays in contact with the floor, and the rider moves the unicycle left and right is also considered a pivot foot, and therefore allowed.

Most people would do it with pedals that are level. But you're right that it is strange to enforce it. In fact, when Julien and I wrote "the pedals stay at the same height", we meant "the wheel is not rolling". Perhaps we should simply use the latter formulation. (In practice, one has to make slight rolling movements, to keep the forward/backward balance.)
Also, rather than "the rider moves the unicycle left and right", we should perhaps write "the rider rotates the unicycle left and right".

"the wheel is not rolling" sounds more logical to me than "the pedals stay at the same height". Also “rotate” sounds more logical to me than “moves”.

Just to summarize the discussion, this would give:
Idling is equivalent to the pivot foot and therefore is allowed. Twisting, where the wheel is not rolling, the tire stays in contact with the floor, and the rider rotates the unicycle left and right is also considered a pivot, and therefore allowed.
I think we should still discuss in which extent we can alternate between stand still, twisting and idling. As a start, I propose the following:
The player may alternate between stand still, twisting and idling, with the restriction that a single continuous period of idling is allowed. The player must also stay within a half-meter radius from the point where the idling started. A player may not hop (jump with the unicycle) while holding the ball. Hopping while dribbling is permitted.

There was a tournament last week and after some discussions with some players and coaches, I think we still need to make some changes.
First, the whole article is about what is allowed when holding the ball, but this is not specified. I thus propose to add "while holding the ball" in the subsection title.
Second, the current proposed formulation about hopping gives the impression that jumping with the ball is completely forbidden, although it is allowed to make a pass or a shot (or even start a dribble) while in the air.
Finally, do we need to clarify the sentence "The player must also stay within a half-meter radius from the point where the idling started."? Nikolay Antonov thought so, but I don't. To avoid multiple discussions on 15B.5.6, I closed the other discussions on this section.
All this would give the following text. What do you think (changes from my last comment in bold)?
