I cannot find the discussion to these proposed changes:

14B.9.5 Player Send-off

... Penalized players are prohibited from communicating with their team for the duration of the penalty. When enforcing a penalty, the referee should stop the timer for the referees to discuss the required punishment, provide a precise start time for the penalty, and to explain their ruling to players.

14D.6 Penalty Box

Designated seating for the penalty box must be provided on each half of the field, arranged so that players who are sent off remain separated from their teammates and the opposing team throughout the send-off period.

 

What are your thoughts on this?

What happens if the penalised players communicate with their teammates?  Are there any sanctions?

Do we need designated team areas and penalty box area beside the playing field which both may not be left to enforce this rulings?
