I suggest to split this section and put in 2 clarifications. Hockey is a team sport, a player should not be allowed to play within two teams. (Normal behaviar and rule playing in a league.
Substitutions should not happen probably suprising (e.g. in the back of an opposing team) it should be well seen by the opposing team. The suggested rule change is a rule used in the german league for years, based on experitions.
Old: 14B.4 Number Of Players
A team on the field consists of up to five players with a team requiring a minimum of three players to begin a match. Player substitutions are possible at any time with the substituting player entering the field at the same location only after the other has completely left it. It is not necessary to indicate substitutions to the referee. Each player can be the goalkeeper at any time. The goalkeeper has no special rights.

completely left it. In the non-stopped game the location of substitution has to be in the teams own half. It is not necessary to indicate substitutions to the referee.

Each player can be the goalkeeper at any time. The goalkeeper has no special rights.

Thanks for this suggestion. I generally support all of it.
14B.4.2 Player substitutions: Currently, I would prefer to generally only allow substitution in the teams own half but add an additional sentence, that "wrong" substitutions and also having too many players on the field is only enforced when there is "normal" play. This would result in the same rule but would also allow having too many players on the field after a goal and before e.g. executing a free shot. In my opinion, this would benefit the sport as substitutions can happen more quickly and teams do not need to wait as long until their substitution happen. This would also be the same rule as in other hockey variants (as far as I know).
I can't bring this to a proposal, but I think we anyway have (much) more time (see email from yesterday). So we don't need to rush this.

What is the need to add special rulings for stopped game time? I do not think that is necessary. Keep it simple. When there is an injury and a player has to be substituted no one will bother if the injured player leaves the field anywhere.

I think the wording for 14B.4.2 covers that these substitutions are specific to during active gameplay. I agree it shouldnt matter if play is stopped where people interchange or how many interchange

Native speaker ussually better English. I would prefer to cancel the repetition: "A player may only play for one team. If a tournament includes multiple grades of competition (e.g. A, B, C), the player may only play in a single team within a single grade."

I think it is better to include both "A player may only play for one team." and "the player may only play in a single team within a single grade." separately to make it VERY clear that playing for different teams in different grades is still considered playing for multiple teams.
As much as it seems obvious, I can see people trying to argue that A and B competitions are completely different competitions (both get their own medal). They could try to argue that playing in A and B hockey is the same as playing Hockey B and Basketball B.

But I think that is perfectly covered by the sentence "If a tournament includes multiple grades of competition (e.g. A, B, C), the player may only play within a single grade." - I don't see any point to argue that playing for different teams in different grades is allowed accoring to that rule.

A few suggestions for corrections / improvements (also marked below in bold / strikethrough):
- "play" missing in multiple grade sentence
- repetition of sentence of teams 5 players / minimum requirement
- include "and" in substitution location
- As 14B.4 already is "Players", I think we do not need this in the sub-titles but could simply write "Registration" and "Substitutions"
