Currently, all free shots are taken from the point where the violation was done. Technically, free shots may be taken very close to the walls (although probably all referees move them out). I suggest to include the following sentence to also reflect that practice within the rules.
A free-shot closer to the side lines than 2 m shall be moved out to this distance.

Yes, I think it's a good idea. It makes it easier for the players to take the free shot.

If we add this matter in the running "Proposal 13: Distances" we would change all distances everywhere from 1 to 2m in one go. The background "This distance is too small such that the player executing the ... can move around freely and position her/himself towards the ball as she/he likes." is the same.

I think it's resolved with Proposal 13, right? Can we close it to get an overview or organize what's still open? This would simplify everything.

New: [...] In the event that an advantage was not gained, the referee should enforce the appropriate penalty from the initial point of infringement or, when the penalty has occurred within the goal area, the closest corner mark or 2 m in front of goal line. In cases where an infringement occurs outside the goal area and within 2 m of the sideline, the free shot shall be given from a spot located 2 m from the sideline.[...]
