3D.1 Venue is not coherent with WR Guidelines

3D.1 Venue
These are races held usually on roadways or bike paths.
For any road race over a fixed (traditional) distance, it is encouraged that the course
complies with the requirements for IUF World Records. In short:
(1) The start and finish points of the course, measured along a theoretical straight line
between them, shall not be further apart than 50% of the race distance.
(2) The overall decrease in elevation between the start and finish shall not exceed 1:1000,
i.e. 1m per km (0.1%).

WR Guidelines:  The start and finish line should ideally be the in the same area. If not, there must be not more than +/50m elevation difference between the start and finish area

Tell me if I am wrong, otherwise we have to change this article.

It is actually the case that this rule was changed in the 2018 Rulebook Committee on the initiative of the World Record Committee. So the currend rule 3D.1 corresponds to what the World Record Committee agreed on for the upcoming World Record Guidelines.

When are you planning the update of World Record Guidelines?

I really hope that the guidelines are finally revised in the summer.

But to be honest, I would say that the reference to the World Record Guidelines could also be removed from the rule, as the WRG will not impose any further requirements on the course itself than those mentioned in points (1) and (2). Beyond that, there are only requirements for measuring the distance, but this could also be included in the Rulebook, so that the reference would not be necessary. There is also no explicit reference to the WRG for other disciplines.
