A long discussion was held here: https://iuf-rulebook-2022.committees.unicycling-software.com/discussions/25
but this discussion found no final solution (Question of different rules for different games or parts of the game in the same tournament.).
I think we should bring this to an end. Options left:
Only relative play time
relative play time with Stop clock rules for special games
effective play time for all matches
I take a point from 2022: "One of our low level leagues in Australia plays stop clock only for the last 10 minutes and only if the score is within a certain margin."
I would prefer and suggest a mixture of the ideas:
Usually all games running in relative play time and the referee stops the time when he thinks it would be nessesary.
If
the scores are close (i.g. down to 3 goals) or in a draw and
the remaining playing time is only 2 min
in that cases the timer shouts loud "2 minutes to go" and the first referee obviously quits it (otherwise repetition) and
the last 2 min are changing to an effective play time.
The timer always stops the time once the referee blows the whistle for interrupting the game.

I am hesitant about that. I think even with only effective time for the last 2 mins it would really hurt the overall schedule of the tournament.
i would therefore say that a effective time for the whole game would not be a good idea. But I see the benefits for the last 2 mins or something like that…

We tested the effective play time in a few matches at EUHC23 and the conclusion was that there was only a very small difference. This probably only matters in very few matches that are very close.
In my opinion, we can leave this as is and thus conclude the discussion from the last rulebook.

I believe in "normal" games it will have no great benefit. But "This probably only matters in very few matches that are very close." It would be an instrument to stop the discussion on delaying time by the referees and players. Here I see the benefits for the last 2 mins to switch on effective time.

I think the implementation will be to hard and realistically the first two minutes of a game provides as much time for a team to score as they last two minutes so I don't support only protecting the final two minutes

We should definitely not mix it in a game. Either all the game uses relative or effective game time.
In our effective game time tests at EUHC2023 we did this:
Measure the effective game time in a game with relative game time: over several games the effective game time was around 7:30min out of a 10min half time.
Trial out effective game time with a good timekeeper and supporting referees.
So if we lower the duration of an game with effective time to 75% of a game with relative time it should not have an impact on a schedule of a tournament.
In longer and decisive semifinal or final games the advantages of effective game time should play out.
+ Fair use of all game time
+ minimised delay of game time
+ reduced rush at game end
- increased number of unofficials per game
- higher difficulty of tournament organisation
- increased chance of backtalk or game delay at stopped clock
