Length of Finals

The following section of the Rulebook, 11D.11 Final says some things about Trials Finals that aren't really used in practice.
- "If there are fewer than 6 competitors in the highest level category, no final is necessary."
In practice, if there are fewer than 6 high level riders we either widen the range of ability of the Finals (so riders who don't represent the highest level of riding qualify to the Finals too) or we just have fewer riders in the Finals.
- "Depending on the used obstacles, there should be 20 - 30 minutes of competition time for each group"
In reality we typically have a 45 or 60 mins Finals.
It would be nice to upgrade this part in accordance of how we run Trials comps.

Even though I completely agree that the current rules do not correspond to what is applied in practice with regard to the points mentioned, and I would agree that we should change these rules, I must also remind you that the last day for submitting a proposal was July 20! I am therefore afraid that the changes will have to wait until the next Rulebook Committee.

Jan, if that's completely solidified then we will wait with this for the next season. However, since there is no need to discuss anything here, we are just basically adjusting the Rulebook to the practices that we do normally, I think we could directly go ahead for a proposal and then voting; so we could do this expedited.
If that's not an option though, we will just do it next time.

Even though there may not be any need for discussion in this case, I think the process should be the same for every proposal. Furthermore, it should no longer be possible to create new proposals since the deadline on July 20.
