delete section 3D.14 Special Marathon Events

With the revision of section 3D.10.3 Mass Start and the creation of a section on drafting, the content of the 3D.14 section seems obsolete to me.

If drafting with non-unicyclist competitors is not allowed, it should be avoided to organize a start that includes unicyclists and non-unicyclists.

The rest of the section's content adds nothing to the other rules.

3D.14 Special Marathon Events lists three exceptions to the rules that may be made, the first two of them are for sure obsolete with the new rule 3D.10.3 Mass Start, but what is about the last one?

> Netto times (time from when the rider's wheel crosses the start line) can be used for placements while the Brutto time (time from when the race is started) counts for records.

I'm not a fan of using net times for placings and I wouldn't be opposed to removing the rule in principle - but I wonder if in practice this could lead to a situation where competitions could no longer take place (IUF compliant)? Actually, I think the rule to use gross times should not be a problem, as this is also the standard in athletics... So I would assume that gross times are measured at every major competition anyway.
Does anyone here have any experience? Can it be assumed that the removal of this rule will not seriously restrict the feasibility of holding competitions?

According to WA, the official time is measured from the starting signal: Rules 19.7, 19.13.2, and 19.25

"The official time shall be the time elapsed between the firing of the starting gun (or the synchronized start signal) and the athlete reaching the finish line. However, the time elapsed between an athlete crossing the start line and the finish line may be made known to them, but will not be considered an official time."

For events organized by an athletics federation, this is not a problem.

Yes exactly, that's why I was wondering whether any problems are to be expected at all. Theoretically, such events could also not be organized by an athletics federation - but I don't know if that would be a really relevant case at all.
So if no one can think of a case in practice where the omission of the rule would be problematic, then I am definitely in favor of deleting that part as well.
