I never experienced a situation where it was unclear who will shoot the 6.5m, but I'm also fine with defining that. A few suggestions / comments about the current proposal:
- The

The referee makes sure, that the goalkeeper knows which player is taking the shot. -> I think either changing the first sentence or adding the second sentence should be enough - The player executing the 6.5 m positions themself within the 2m half circle behind or next to the 6.5m mark. -> I'm against that as I don't see the need.
- A 6.5 m awarded at
the end of, or after a time period has endedor after the end of a time period, -> why rewording? I think the current formulation is fine. - And again, for better understanding please only highlight new changes.

I have never experienced this and don't see a need for it. However
I do not like the feel of "The referee makes sure, that the goalkeeper knows which player is taking the shot."
If anything I would use
The ball is placed at the 6.5 m mark. A player of the defending team goes to the goal and must sit with the bottom of the wheel of their unicycle within 1 m of the goal line. The attacking team shall designate one player to take the 6.5 m shot. All other players must exit the goal area. Upon the referee’s whistle, all players except the shooter must ensure that both their unicycles and sticks remain at least 2.0 m away from the 6.5 m mark until the ball has been played. Reasoning
- I would remove "After the referee's whistle the goalkeeper must ride the unicycle freely and not rest on the goal." Our strict riding rules already make this clear.
- If all players except for the shooter must be 2m clear, it is evident who will be taking the shot when the whistle is blown. The referee will not blow the whistle while a non shooter is within 2m or it is a foul, similar to the referee would not blow the whistle for a free shot if an opposition is within 2m. If a player rides into the 2m zone AFTER the whistle then they would be committing a foul based on that wording.
- Option of "been played" or "been struck" is a slight difference. The rules say play continues (if missed) when it touches goalpost/goalie etc. If the wording says "been struck" that indicates that the players may move as soon as the ball has been touched, preparing for a rebound if missed. The wording "been played" means they may only move when the goal has been missed, i.e. when the ball touches the goalpost goalie etc.

I experienced the situation that the shooter is unclear several times, because the shooters took a rather long run in and weren't standing near the 6.5m mark. What are your thoughts on such run ins?
I like Stevens second version and would use a for a revision.

I think the addition „positions themself within the 2m half circle behind or next to the 6.5m mark“ is no longer needed with Steven‘s wording.

If I would turn Stevens proposal around, therefore a short run in (up to 2m) would officialy be allowed. I am happy with.

I believe the shooter can technically take a longer run up than 2m in the current wording.
When the whistle is blown, only the shooter may be within 2m of the ball, but it doesnt say that the shooter must be within 2m of the ball.
As soon as the whistle is blown, the player who enters the 2m zone is the designated shooter. If anyone else shot that would mean the team had two players within the 2m radius of the ball and would be a foul.
I think this is a good compromise. The shooter can technically take a longer run up if they wish, but it forces the team to only have one player anywhere near the ball after the whistle is blown to take the shot

If "All other players must exit the goal area." this sentensece I would interpretate that one player, the designated shooter, remains within the 2m zone and will not leave this zone for a longer run in. "All other" includes as well players from the own team.

It does not say "the shooter must not leave the goal area", so they may leave it (for a run in).
Although I honestly would like the shooter to stay within the 2m to the 6.5m mark and not take a rather long run in.

Yes this assessment is correct
I believe the current wording should make it clear who is the shooter as only one player can ever enter the 2m zone, but if people want to specifically stop a player from having any sort of run-in it can be changed.
I haven't seen enough penalty shots in recent years, I would have thought that most players opt for a short to no run-up, since the further back they start, the more likely they are to end up with an unfavorable crank orientation at the moment they reach the ball.
