I had a look into proposals at road racing and the new rules for the director and referees. Reading this it would probably a good idea to copy some rules.
14C.1 Hockey Director
Old "The Hockey Director is the head organizer and administrator of hockey events. The Hockey Director is responsible for the logistics and equipment for the hockey competition. The Hockey Director is in charge of keeping events running on schedule."
New:
1. The Hockey Director is the head organizer and administrator of hockey events. The Hockey Director is the highest authority on everything to do with the hockey events, except for decisions on rules and results. With the Convention Host, the Hockey Director determines the gyms or halls, obtains permits, interfaces with the community, and determines the system used to run the event.
2. The Hockey Director is responsible for the logistics and equipment for the hockey competition.
3. With the Referees, the Hockey Director is in charge of keeping events running on schedule and answers all questions not pertaining to rules and judging.
4. The Hockey Director is responsible for ensuring that a briefing is held with the team officals and captains before each period of tournament, in which gyms- or hall specific aspects, in particular safety aspects, are explained.
14C.2 Board of Referees
Old: blanc - no job discribtion
New: Tricky, the 1. and 2. referree usually will change game by game, Secretary and Timer usually are in charge for more than one game.
So here only first thoughts copied from proposal 1:
1. The Board of Referees is the head hockey official. The Board of Referees is responsible for making sure that the hockey rules are observed and for deciding on all related questions that arise during the event. This applies in particular to the handling of protests, as well as to questions of interpretation of the rules.
2. The referee has full control and authority over all judges and must instruct them on all details and regulations related to the competition.
3. The ??? must ensure that all necessary referees are on their assigned places. The ??? may replace absent, incapacitated or inadequate referees with others and may appoint additional judges. The Board of Referees shall ensure that the judges do not interfere in the competition in a biased manner.
4. The referee can ban persons from the competition venue for the duration of the competition, if they significantly disturb the execution of the competition. I think this not the correct level of responsibility in uncycle hockey.
5. The referees have the exclusive right to disqualify players in case of violations of the competition rules, with the exception of violations concerning ???. Violations of the competition rules can be determined by their own observations or in reports of the responsible judges. Violations of the competition rules have to be reported to the referee ??? with the following information: Position and name of the judge referree, competition game, start number name of the rider player, as well as a clear description of the violation.

Thank you for raising this discussion.
In my opinion, there are many detail here, where we first need to discuss where we draw the lines of the responsibilities (between director, referees, timer, and secretary). For example, I don't think the referees should be able to disqualify any player. Referees should only have the right to decide on the match in which they are referees (with the exception of a match penalty).
You write about protest, where we do not have any solution yet. So I would not include this, as this could only lead to more problems.
Additionally a few details about the suggested rules: We do not have "team officials" (yet). Also, there is no "judging" in hockey. Both would need to be reworded.

Yes it is a huge grey area including "protests". I see no chance to solve these problems only within part 14. This topic(s) should go on the to-do-list, have a look at on the next UNICON and restart this discussion probably with more input from main committee in next rulebook committee.

"15C.2 Game Referee
The Game Referees are the head officials for a game, whose primary job is to make sure the competitors follow the rules. The Game Referees make all final decisions regarding rule infractions. The Game Referees are responsible for resolving protests."

I think Herbies suggestions are in the right direction. The hockey director rules seem to be sensible. I am a little confused about parts of the referees section.
