During a penalty shootout at a recent tournament, there was a peculiar situation:
When the shooter took off, he failed to take the ball with him. He turned around and played the ball again.
We weren’t quite sure how to handle the situation, so after discussing it with both teams, we decided to have the penalty retaken.
To avoid such situations in the future, I would like to propose a rule change where the penalty only officially starts as soon as the player touched the ball. That would fit conveniently with the fact, that only then the goalkeeper is allowed to move.

"the goalkeeper must be close to the goal line, at least until the attacking player has had contact with the ball."
"The player must remain in motion towards the goal line with no backwards movement or stopping allowed." Therefore "He turned around and played the ball again." is not allowed, this penalty shot is over!
My decisions would be:
A) No penalty retaken, if the goalkeeper was waiting next to the goal line. Shit happens.
B) If the goalkeeper has moved allready forward, he made the foul prior, I would repeat this shootout- shot.

I can see a reason to add something specific saying when the shot has officially begun.
For a restart after goal the referee whistle is only to indicate when play CAN start, but play starts when the ball/player crosses the midline.
In a Penalty Shot, if we count the referee whistle as the signal that the shot attempt has begun, then a player mounting their unicycle with a rollback mount would end the attempt. I can very much see some novice players not being able to sit statically on their unicycle with full control like better players.
We could add some text as below
The referee places the ball on the center point and the player taking the shot will, after the whistle of the referee, play the
ball from there, trying to score a goal. The shot attempt begins as soon as the player taking the shot has contacted the ball, and the player must remain in motion towards the goal line with no backwards movement or stopping allowed. Once the ball has been shot, the play shall be considered complete. No goal can be scored on a rebound of any kind (an exception being the ball o the goal post and/or the goalkeeper and then directly into the goal), and any time the ball crosses the goal line, the shot shall be considered complete.

I can see that in such a case the rules are not entirely clear and it would make sense to close this gap. In my opinion, both options (retaking the penalty shot or ruling the shot is over) are possible but I slightly tend to not allow to retake it (as it also could be confusing).
I think Stevens suggestion should cover it if we allow retaking the shot.
Otherwise, we could add
[...] The shot attempt begins as soon as the player taking the shot has contacted the ball or crossed the center line, and the player must remain in motion towards the goal line with no backwards movement or stopping allowed. [...]

Have a look to 2018 Proposal 16: Penalty shootout - backwards movement of ball By 6 against 1 the rule changed from keep an eye on the movement of the ball to keeping a eye to the movement of the wheel.
Pros for this change: "Allows a full range of stick work when completing penalty shootout including forward backwards stickhandling, toe drags, behind the back passes etc. Rewards players who try and better their skills by allowing them to use these skills to win a game, instead of handicapping them for the players who choose not to practice. Enables more interesting goals with higher skills shown which is a beneficial for live spectators, advertising our sport (social media etc) and enticing people to take up the sport as it looks cool." I haven´t recognized in the last years that this change brought any benifit. (Perhaps somewhere only a handfull of expert technician.)
If we turn back to the old rule "...The ball must be kept in motion towards the goal line (no backwards movement allowed) and once it is shot, The ball must be kept in motion towards the goal line (no backwards movement allowed) and once it is shot, ..." the probleme seems to be solved.

I still think the old rule is worse than the current rule. I would choose to change nothing over revert to the old rule to avoid an issue that may occur in 1 out of 1000 games.
If we have to put in a proposal either way to fix the problem, then there is no issue with adding 10 words to make it clear.
My wording or Nicolais I don't care. Depends if people want to penalize the player for missing or not

The goalkeeper must be close to the goal line
after the whistle of the referee the player is allowed taking the shot trying to score a goal.
The shot attempt begins as soon as the player taking the shot has contacted the ball, afterwards the goalkeeper is allowed to leave the goal line
the player must remain in motion towards the goal line with no backwards movement or stopping allowed
