The FIBA rulebook states -
'A player who catches the ball while progressing, or upon completion of a dribble, may take two steps in coming to a stop, passing or shooting the ball.'
At Unicon 21, play was being officiated to allow three steps instead of two. Is this an intentional rule change that we want to codify?
I am of the opinion that the rule should remain two steps and should be officiated as such.

The reason for the three half-revolutions was two for the two steps, plus one for the jump.
But someone made me realize recently that this is not written in the rules, and thus that two half-revolutions should be used.
Also, more and more players (although still a minority) actually succeed in making a real jump after the two half-revolutions.
Therefore, I agree with you that the rule should remain as it is currently (two half-revolutions).
