You would have been able to create a proposal in the other discussion - that would have linked the discussion to the proposal. But since the other discussion was not particularly intense, I think everyone will be fine if the discussion is continued here. However, I would close the other discussion so that there are no two parallel discussions and it is clear that there is already a proposal on the topic.
