Defining the terms Registration, Packet Pick-up, and Check-in

Defining these terms was a conversation we had in organizing Unicon 21. Sometimes we use these terms interchangeably when really they are three separate stages of entering a competition. At times it was confusing to not have them defined, serves a purpose to define them for consistency across unicycle events.
Registration: signing up for the entire competition as either a competitor or non-competitor. This is also where registrants pay the registration fee to attend
Packet-Pick up: this is the time at the beginning of an event (Unicon or otherwise) where attendees (people who already registered) come to collect their race numbers, any t-shirts that they ordered, "goodies" and any relevant information provided by the host/organizer
Check-in: happens on-site at the actually competition. For example I am competing in the 10k, I arrive for the 45-60 minutes before to have my wheel measured and make sure that the organizers know that I truly intend on racing.

I agree that the terms are sometimes not entirely clear - on the other hand, the Rulebook (as far as I know) only uses the term registration in the sense defined above. The other two terms, including the associated procedures, do not appear in the Rulebook, so I would tend not to define them in the Rulebook either.

Section 1C contains a lot of information / requests from the IUF to the organizers. We could add a subsection defining these terms and using them. For example, the subsection could invite (or even request for a Unicon) the organizers to plan sufficient space and time for Packet-Pick up and Check-in.

I Do like the idea of adding consistency to it via the rulebook.
However, I am not a huge fan of packet pick-up, it does sound a bit clunky.
I suggest the following instead:

Reporting: happens on-site at the actually competition. For example competitors should report at [time] at [location] for competitor briefing, equipment check and start list checks. The terms is also used for volunteers. For example: Volunteers for [role] should report at [time] and [location].

Considering how often these terms are used in the rulebook, should we really introduce definitions in the rulebook for these terms? If so, an official proposal should be made today!
